The event of "Heilongjiang International Cultural Art of Winter" is an international cultural and artistic festival which is organized by Heilongjiang Province , China , which has been held biennially since 2003, each lasting three months.

     Heilongjiang is the Graphic Arts area, and Heilongjiang prints which are represented by the Great Northern Wilderness have an important impact at home and abroad. In order to promote the development of international children's prints and provide an exhibition and exchange platform for authors of children's prints in different countries, the International Cultural Art Organization Committee of Heilongjiang in China is prepared to hold the Excellent Works Exhibition of International Children's Print in January 2010.
