The event of "Heilongjiang International Cultural Art of Winter" is an international cultural and artistic festival which is organized by Heilongjiang Province, China, which has been held biennially since 2003, each lasting three months. At that time, the world's countries and regions with rich ice and snow culture resources have joined the ranks of the host country, and the artists have come here from all over the world, and presented a variety of art exhibitions and wonderful performances. After the development in recent years, "Heilongjiang International Cultural Art of Winter" has become one of the international cultural and artistic events which have the most international influence in the north of China.

　　Heilongjiang is the Graphic Arts area, and Heilongjiang prints which are represented by the Great Northern Wilderness have an important impact at home and abroad. In order to promote the development of international children's prints and provide an exhibition and exchange platform for authors of children's prints in different countries, nationalities and regions, during the Fourth International Culture and Arts in Winter, the International Cultural Art Organization Committee of Heilongjiang in China is prepared to hold the Excellent Works Exhibition of International Children's Print in January 2010.
